AB 617 Community Air Protection Program (CAPP)
In 2017 the State Legislature budgeted $495 million for local air district grants to put advanced technologies to work for cleaner air in California communities, in support of Assembly Bill (AB) 617 (C. Garcia, Chapter 136, Statutes of 2017). The Community Air Protection Program (CAPP) is a multi-faceted program that provides funds for air districts to operate community outreach and incentive based programs to reduce air pollution in local communities. The grants help owners of older high-polluting vehicles and equipment, make replacements with newer models that have much lower emissions -- or zero emissions. Grant funds may also be used for changes at local industrial facilities that reduce emissions of toxic or smog-forming pollutants, to build zero-emission charging stations, or to support local measures that air districts and communities identify through AB 617 Community Emissions Reduction Programs.
The Mariposa County Air Pollution Control District (District) is currently participating in implementation of AB 617 through development of a Best Available Retrofit Control Technology (BARCT) implementation plan.
The District is currently in the final stages of obtaining additional grant funds that will be used as implementation incentives for emission reductions. Once the District obtains this funding, eligible projects will be evaluated and selected for the most cost effective emission reductions. The District will conduct public outreach with the purpose of identifying these projects within specific communities. Some of the projects that are being considered include:
Mobile Source Emissions Reductions through the Carl Moyer Program,
Air Filtration Systems for Schools or other Community Environments,
Zero Emission Vehicle Charging Stations,
Zero Emission Commercial Landscaping Equipment Replacements.

MAY 14, 2020 CARB Webinar to Discuss AB 617 Community Air Protection Program Incentives 2019 Guidelines
The California Air Resources Board (CARB or Board) is pleased to invite you to participate in a public webinar to discuss a proposed process to expand eligible project categories for the Community Air Protection Incentives 2019 Guidelines (CAP Guidelines). At the May 2019 Board hearing, CARB staff was directed to provide more flexibility within the CAP Guidelines to allow communities and air districts the ability to develop specific projects to quickly address local air quality concerns. This would allow air districts to address strategies identified by communities selected to develop community emission reduction programs and other sources of stationary air pollution.
This webinar will provide residents, community-based organizations, air districts, and other stakeholders an opportunity to engage with CARB staff on the process to add additional project types not covered in the CAP guidelines. The webinar will discuss new project eligibility and criteria for AB 617 CAP incentive funding ensuring those projects will meet all applicable statutory and other requirements.
In addition to the proposed draft language, staff has developed a one-page summary of the expanded process to assist in discussions. All meeting materials will be posted on the Community Air Protection Incentives website prior to the webinar.
